How Briefs Go Wrong Before Anyone Is Invited In
Most glasshouse procurement briefs are assembled internally, by facilities teams or estates managers working from maintenance records, previous contractor reports, and their own operational observations. Those inputs are genuinely useful. They describe the presenting problem accurately.
What they do not describe is the underlying system interaction that is causing it. And that distinction — between the problem as it appears and the problem as it actually is — is where procurement goes wrong.
A brief that describes temperature inconsistency in bay three will attract proposals designed to address temperature inconsistency in bay three. If the actual cause is a ventilation strategy that has not been recalibrated since a screen was added two years ago, those proposals will deliver technically correct work that does not resolve the problem.
The contractor is not at fault. They have delivered what was specified. The specification described the wrong problem.
Why Contractors Cannot Fix This
The obvious response is to ask contractors to diagnose the problem as part of the tender process. This is a reasonable instinct with a structural flaw: a contractor diagnosing a problem they may be appointed to fix has an incentive to find a problem whose solution sits within their preferred delivery scope.
That incentive does not require dishonesty. It is simply the natural result of organisations optimising toward outcomes they can profitably deliver. A contractor strong in controls will tend to find a controls solution. A contractor whose margin comes from heating replacement will tend to find a heating solution. Neither is deliberately misrepresenting the problem. Both are seeing it through the lens of what they do.
Independent diagnostic input — from someone with no stake in the delivery scope — produces a different kind of brief. One that describes the actual problem, not the problem as filtered through a contractor’s preferred answer.
What Independent Scope Definition Produces
A brief produced before procurement opens, by someone with no delivery stake, typically does three things that contractor-led tendering does not.
First, it defines the actual problem. Not the presenting symptom, but the system-level cause. That definition changes which solutions are appropriate and rules out a category of proposals that would otherwise consume evaluation time and budget.
Second, it identifies the interface risks that a component-level specification misses. Glasshouse systems are interdependent. A heating scope that does not account for its interaction with controls and ventilation will produce a result that performs differently from the model. Independent scope definition maps those interactions in advance.
Third, it provides documentation that supports internal governance and procurement compliance.
