Systems have been modified in stages over decades.
Heating circuits have been extended or rerouted. Control logic has been adjusted to manage problems that were never formally recorded. Glazing has been repaired with materials that behave differently from the original specification. The facility that exists is a product of successive interventions, each of which made sense at the time and some of which interact in ways that only become apparent when something changes.
A contractor working from documentation will make decisions based on what the drawing says, not what the system does. In estate environments, those two things are rarely the same.
